High Level Plenary Meeting of the GA to be known as the World Conference on Indigenous Peoples 2014

The UN has decided to hold a high level plenary meeting of the GA to be known as the World Conference on Indigenous Peoples in 2014 (HLPM/WCIP).  This meeting will take place 22 - 23 September 2014 in New York.  The purpose of the World Conference is as follows:
 
[The UN] Decides to organize a high-level plenary meeting of the General Assembly, to be known as the World Conference on Indigenous Peoples, to be held in 2014, in order to share perspectives and  best practices on the realization of the rights of Indigenous peoples, including to pursue the objectives of the United Nations Declaration on the Rights of Indigenous Peoples, and invites the President of the General Assembly to conduct open-ended consultations with Member States and with indigenous peoples’ representatives in the framework of the Permanent Forum on Indigenous Issues, as well as with the Expert Mechanism on the Rights of Indigenous Peoples and the Special Rapporteur in order to determine the modalities for the meeting, including indigenous peoples’ participation at the Conference. The HLPM/WCIP provides an opportunity for Indigenous Peoples to advocate for and work towards the attainment of concrete outcomes at the international level that implement the rights set out in the UN Declaration on the Rights of Indigenous Peoples.

In response to the UN's decision to hold a World Conference, Indigenous peoples worldwide have developed a number of initiatives aimed at ensuring Indigenous peoples are able to participate in the World Conference as well as the preparatory and post Conference processes.  For example, a concept paper was written by Indigenous Peoples outlining the keys areas where Indigenous Peoples need to focus their attention in order to maximize the opportunity the HLPM/WCIP offers, in January 2012 an open-ended Indigenous Peoples’ Brainstorming Meeting on the World Conference on Indigenous Peoples 2014 was held in Copenhagen.  That meeting adopted a resolution establishing the formation of an Indigenous Global Coordinating Group (GCG).  The seven geopolitical regions of the world have held Indigenous preparatory meetings along with the women's and youth caucuses and most recently a global preparatory conference of Indigenous Peoples was held in Alta, Norway, 10 - 12 June 2013 which adopted the Alta Outcome Document.

The next phase of the process will be the drafting of the outcome document for the HLPM/WCIP.  Indigenous Peoples in adopting the Alta Outcome Document have a strong collective platform  from which to work from.
